Scarborough isn’t generic GTA. The reasons basements leak here are tied to the specific geography, soil, and era of construction that define this part of Toronto — and fixing them properly requires understanding that context.
The housing stock is the starting point. The majority of Scarborough’s residential neighbourhoods were built between 1950 and 1975. Homes in areas like Wexford, Clairlea, West Hill, and Agincourt were typically built on slab or with poured concrete foundations, with clay weeping tile installed around the perimeter. That clay tile — now 50 to 70 years old — is collapsed, clogged, or simply gone in most properties. When it fails, there’s nothing to redirect groundwater away from the foundation, and hydrostatic pressure does the rest.
The soil makes it worse. Scarborough sits on dense Lake Ontario clay and glacial till, particularly in the lower-lying areas between the Bluffs and the inner suburbs. Clay soil absorbs water slowly and holds it for a long time after rain. During spring snowmelt or a heavy summer storm, that saturated soil pushes against your foundation walls with significant force. A crack that looks cosmetic in October is actively letting water in by April.
The Bluffs create a drainage problem for more than just the waterfront. The topographic drop from the Scarborough Bluffs inland means that stormwater naturally moves eastward and downward through the residential grid. Properties on streets that slope toward the lake — particularly in Guildwood, West Hill, and the Cliffside area — collect significantly more surface runoff than their neighbours on flatter ground. Poor grading, aging downspout connections, and combined sewer systems that surcharge during storms all compound the problem.
Seasonal pressure is significant. Toronto’s freeze-thaw cycle hits Scarborough hard. Foundation cracks that form in summer expand through winter as water freezes inside them, then allow fresh water infiltration every spring. Homes near the Rouge Valley and in the lower Morningside area also sit in higher-groundwater zones year-round, meaning even a dry summer doesn’t fully relieve the pressure against the foundation.
